CY_beta is decreased (factor 10). It is the coefficient of "drag" in the lateral axes , when sideslip occurs
CY_dr is increased (--> factor 10, not to exceed 1.0 ) It is the coefficient for the force created by rudder . Rudder gives a yaw moment but also a force ("lift" ) at the fin that opposes the "drag"
